PROCLAMATION



The Federation of Former R-VN Air Force Associations learned that the Thai Court on September 7, 2006 decided to let US citizen Ly Tong be extradited to Vietnam for the Vietnamese authorities to try him for the crimes they fabricated.

This Thai judicial decision is completely without legal basis, because:

There has been no extradition agreement between Thailand and Vietnam to base on it to extradite an accused from one country to the other thereof.

US citizen Ly Tong who violated Thai laws had already been sentenced by the Thai court, and US citizen Ly Tong has already completed his prison term imposed by the Thai court.

Now that the Thai court wants to let Ly Tong be extradited to Vietnam so that Vietnam fabricate more offenses and impose more punishment on him; this is completely out of Thai’s authority and against international basic laws.

Facing this Thai act unjustly treating US citizen Ly Tong, the Federation of Former R-VN Air Force Associations have resolved to:

-Resolutely object to the above-mentioned Thai court decision imposed on US citizen Ly Tong.

-Urgently request the US Federal and State executive and legislative agencies to firmly interfere with the Thai Government so that US citizen Ly Tong benefit at least by the fair and just laws of Thailand , in accordance with the agreement between Thailand and the States as international law relating to the treatment of US and Thai citizens.
